Qatar Calls for the Protection and Promotion of Human Rights and Upholding Rule of Law

The State of Qatar has called for constantly working to protect and promote human rights for all and uphold the rule of law, at the national, regional and international levels, and affirmed its constant condemnation of policies and procedures that increase exclusion, marginalization and deprivation at various levels.

Qatar explained that avoiding conflicts and putting an end to them after their outbreak and ensuring the sustainability of peace after conflicts requires, above all, addressing the root factors that constitute a fertile environment for the outbreak and exacerbation of tensions, considering that exclusion, marginalization, discrimination and inequality are the causes of the outbreak of tensions.

This came in the statement of the State of Qatar delivered by HE Permanent Representative of the State of Qatar to the United Nations Ambassador Sheikha Alia Ahmed bin Saif Al-Thani at the opening session of the UN Security Council Open Debate on "Maintaining international peace and security: Exclusion, inequality and conflict", which was chaired by HE President of the United Mexican States Andres Manuel Lopez Obrador, whose country presided over the Council's work this month.

In its statement, the State of Qatar stated that the mutual influence between peace, security, development and human rights is not a new concept, and it needs to be taken into consideration in the context of the efforts made by the United Nations to address current and emerging challenges, especially threats to peace and security.

The statement added that dealing early with the root causes of conflicts not only spares the world many human tragedies, but also provides a huge amount of resources devoted to addressing the deteriorating humanitarian and economic conditions as a result of conflicts.

The statement pointed out that the State of Qatar has made in the priority of its foreign policy to contribute to peace-making through the peaceful settlement of disputes, and is working in parallel to contribute to the advancement of economic and social development, human rights, women's empowerment and the rule of law at the local and international levels.

The statement stressed that the State of Qatar is working to support the activities of the United Nations in these areas, and to facilitate bilateral and multilateral cooperation.

The statement also noted the international development aid provided by the State of Qatar and directed in a deliberate manner towards areas that have a greater impact on improving the standard of living and enhancing the cohesion, unity and resilience of societies through supporting education for all, consolidating a culture of peace, harnessing sport for peace, creating job opportunities, ensuring food security and other fields.

The statement referred to the effective participation of the State of Qatar in the deliberations at the United Nations level on topics related to the promotion of peace and security, including the sustainability of peace, preventive diplomacy, human security and the responsibility to protect.

The statement of the State of Qatar went on to say that it is normal for the exclusion of certain groups or segments from society and their political, economic or social marginalization will lead to an environment full of tensions, especially in the event of the presence of other factors conducive to the conflict.

The statement underlined that the danger did not stop there, because the lack of stability arising from exclusion and inequality creates a dangerous vicious cycle.

The statement stressed that the State of Qatar constantly condemns the policies and procedures that increase exclusion, marginalization and deprivation at various levels, explaining that such policies and procedures could not benefit anyone, but rather harm everyone.

The statement stressed that the State of Qatar will continue to work constructively under the umbrella of the United Nations, within the framework of a holistic approach that takes into account the mutual links between peace and security, sustainable development, human rights and the rule of law, in order to contribute to addressing the challenges facing peace, security and stability in our region and the world.
