Losing an Overseas Filipino Worker is a devastating moment for any family. But financial support is available. OWWA provides death benefits specifically for active OFW members who die while working abroad. This guide walks you through every benefit, every document, and every step to claim what your family deserves.
How Much Money Can the Family Receive
OWWA provides three separate financial benefits upon the death of an active OFW member.
If the OFW died from a natural cause, the family receives PHP 100,000 as the death benefit. If the death was accidental, that amount doubles to PHP 200,000. On top of the death benefit, OWWA also provides a burial gratuity of PHP 20,000 to help cover funeral costs.
The maximum total a family can receive from OWWA is PHP 220,000.
One condition applies across all claims. The OFW must have been an active OWWA member at the time of death. The death must also have occurred during the active duration of their employment contract abroad. A lapsed membership means no coverage. Verify membership status before doing anything else.
Who Has the Right to Claim
OWWA follows a clear priority order when determining who can file the claim.
The named beneficiary listed in the OFW's policy or employment contract takes first priority. If no beneficiary was named, legal heirs under Philippine law take over. The legitimate spouse and children claim first. If the spouse and children are absent, the parents claim next. Other legal heirs follow after that.
Only one claimant can file. Make sure the family agrees on who files before approaching OWWA.
Every Document You Need to Prepare
Preparation is the most important part of this process. Missing one document delays the entire claim. Gather everything before your first visit to the OWWA office.
Primary Documents
The OWWA Death and Burial Benefit Application Form is the starting point. Get this directly from any OWWA Regional Welfare Office.
You need the original Death Certificate issued by the local civil registrar. If already registered with PSA, get a PSA-authenticated copy. You also need the Foreign Death
Certificate from Qatar. This includes supporting documents such as the Airway Bill, a Consular Mortuary Certificate, or the No Objection Certificate issued in Qatar.
An Affidavit of Undertaking executed by the claimant is required for every claim. If the death was caused by an accident, attach a Police Report as well.
Proof of Relationship
OWWA requires PSA-authenticated proof that you are legally related to the deceased OFW.
If you are the spouse, submit a PSA-authenticated Marriage Certificate. If you are a parent of the deceased OFW, submit the OFW's PSA Birth Certificate. If you are a child of the deceased, submit your own Birth Certificate together with the deceased OFW's Death Certificate.
If a PSA Birth Certificate or Marriage Certificate is not yet available, OWWA accepts alternatives. You can submit a Certification from the Local Civil Registrar confirming the document is not yet registered. You can also submit Affidavits from two unrelated persons who attest to your relationship with the OFW. A Marriage Certificate or Baptism Certificate from the Parish Office also works as a supporting substitute.
Additional Documents
Bring at least two valid government IDs in the name of the claimant. Prepare a copy of the deceased OFW's passport. Attach the employment contract that was active at the time of death. Include proof of active OWWA membership, either the OWWA receipt or the OFW ID card. Finally, provide the claimant's bank account details for payment disbursement.
Where to File the Claim
Submit all documents at the nearest OWWA Regional Welfare Office in the Philippines. OWWA has offices across the country covering all major regions.
Regional offices operate in Manila, Quezon City, Pampanga, Batangas, Legazpi, Iloilo, Bacolod, Cebu, Tacloban, Zamboanga, Cagayan de Oro, Davao, and other regional centers.

The Step by Step Claim Process
Step 1 — Gather All Documents First
Do not visit the office until you have everything ready. Collect originals and photocopies of every document listed above. Get PSA-authenticated copies of all civil registry documents before your visit.
Step 2 — Visit the Nearest OWWA Regional Office
Go in person. Personal appearance is required for first-time submissions. The legal beneficiary or next of kin must appear personally for death benefit claims. Bring someone who can help if the situation is emotionally difficult.
Step 3 — Submit the Application
Fill out the OWWA Death and Burial Benefit Application Form completely. Submit it together with all required documents at the counter. The OWWA officer will review your submission on the spot.
Step 4 — Receive Your Tracking Number
After submitting, OWWA sends a serial reference or tracking number via SMS or email. Use this number to follow up on your claim status. If your submission had missing or invalid documents, OWWA will notify you through SMS or email with details of what needs to be corrected.
Step 5 — Wait for Processing
Processing typically takes two to four weeks. OWWA notifies you when the claim is approved. Do not make multiple follow-up visits during this period. Use the tracking number to check status instead.
Step 6 — Receive the Payment
OWWA releases approved funds through bank transfer. This is why providing accurate bank account details at submission is critical. The claimant must have an active bank account in their own name. If the claimant does not have a bank account, open one before filing the claim. Savings accounts at major Philippine banks work for this purpose.
Education and Livelihood Assistance for Surviving Families
OWWA does not stop at cash benefits. Families of deceased OFWs who held active OWWA membership at the time of death may also qualify for the Education and
Livelihood Assistance Program, commonly known as ELAP.
ELAP provides two types of support. The livelihood assistance component helps surviving family members start or sustain a source of income. The educational assistance component helps children or dependents of the deceased OFW continue their studies. Apply for ELAP at the same OWWA Regional Office where you file the death benefit claim.
Other Government Benefits to File at the Same Time
Do not limit your claims to OWWA alone. The deceased OFW may have been contributing to other government agencies. Each one carries its own benefit. File all of them simultaneously to avoid missing deadlines.
The Social Security System provides a death pension paid monthly or as a lump sum. SSS also provides a separate funeral benefit. File at the nearest SSS branch or online through my.SSS.
Pag-IBIG, also known as HDMF, releases the deceased member's Total Accumulated Value. Pag-IBIG also provides an additional death benefit on top of the TAV. File at the nearest Pag-IBIG branch.
The Employees' Compensation Commission provides a pension or lump sum for work-related deaths. If the OFW died because of a work-related accident or illness, file an EC claim through SSS or GSIS.
For agency-hired OFWs, the Compulsory OFW Insurance under the Department of Migrant Workers also provides coverage. File this claim through the recruitment agency that deployed the OFW. The agency has a legal obligation to assist with this process.
Critical Reminders Before You File
File within four years of the death. OWWA strictly enforces this deadline. Missing it means losing the benefit permanently.
Confirm that the OFW's OWWA membership was active at the time of death before starting the process. A lapsed or expired membership disqualifies the claim entirely.
Bring originals and photocopies of every single document. OWWA keeps copies. You keep the originals.
If the legal beneficiary is currently abroad or unable to appear in person, prepare a Special Power of Attorney. The SPA designates a trusted person in the Philippines to file and receive the benefit on their behalf. Have the SPA notarized and authenticated properly before use.
Your Quick Checklist Before Filing
Run through this list before you leave for the OWWA office.
Confirm the OFW's active OWWA membership status. Obtain a PSA-authenticated Death Certificate. Secure the Foreign Death Certificate along with the Airway Bill and the
NOC from Qatar. Prepare PSA-authenticated civil registry documents proving your relationship. Fill out the OWWA Death and Burial Benefit Application Form completely.
Open a bank account in the claimant's name if one does not already exist. Bring at least two valid IDs. Prepare the OFW's passport copy and employment contract. Submit everything at the nearest OWWA Regional Office. Keep the tracking number received via SMS or email after submission. Begin SSS, Pag-IBIG, and DMW insurance claims at the same time through their respective offices.
Your family worked hard abroad. These benefits exist to protect you when the worst happens. File early, prepare thoroughly, and claim everything your family is entitled to.
