The Pearl Qatar
Qatar has reinforced its reputation as a regional frontrunner in human development by earning a Tier 2 position in the 2025 AlTi Global Social Progress Index, which evaluates social outcomes across 170 countries worldwide.
With an overall score of 73.19 out of 100, Qatar ranks 50th globally and third across the Middle East and North Africa, placing it ahead of many regional counterparts. The result highlights the country’s steady advancement in social wellbeing at a time when global progress has largely plateaued in the years following the pandemic.
The Index, jointly produced by AlTi Tiedemann Global and the Social Progress Imperative, focuses exclusively on social and environmental performance rather than economic output. By separating social progress from measures such as GDP, the assessment underscores how effectively nations translate resources into real improvements in people’s lives.
Qatar’s strong showing is particularly notable within the MENA region, where social progress has remained relatively slow since 2011. Despite having a comparable economic profile to several countries in the region, Qatar outperforms many of them—demonstrating that long-term policy choices and governance play a decisive role in shaping social outcomes.
The evaluation is based on 57 indicators grouped under three core dimensions: Basic Human Needs, Foundations of Wellbeing, and Opportunity. These indicators cover areas such as healthcare access, education quality, environmental conditions, personal safety, rights and freedoms, and access to information and communication technologies.
Among these areas, Basic Human Needs stands out as one of Qatar’s strongest pillars. The country scores highly in access to safe housing, clean water, sanitation, reliable electricity, and public safety. Sustained investment in infrastructure, effective urban planning, and comprehensive social protection systems have contributed to consistently high living standards for both citizens and residents.
Overall, Qatar’s performance in the 2025 Index reflects a continued commitment to people-centered development, positioning the country as one of the leading examples of social progress in the Middle East and North Africa.
