Relations Remain Deeply Strained
The proposal comes at a difficult moment for inter-Korean relations. North Korea has rejected recent engagement efforts from Seoul and has hardened its position toward the South, while continuing to develop nuclear weapons and ballistic missiles.
Pyongyang has also criticised annual South Korea–United States military exercises, which it views as preparation for war. Seoul and Washington maintain that the drills are defensive and necessary for military readiness.
Military Drills Set to Begin
The latest peace appeal comes shortly before the annual Ulchi Freedom Shield exercises between South Korea and the United States, scheduled for August 17–27. North Korea has repeatedly condemned the exercises and recently carried out another ballistic missile launch ahead of the drills.
Lee Emphasises Peaceful Coexistence
Since taking office, Lee has promoted a more conciliatory approach toward Pyongyang while maintaining South Korea’s alliance with the United States. He has previously said Seoul respects North Korea’s political system and does not seek unification by absorption.
His latest remarks reinforce his administration’s position that dialogue, tension-reduction measures and safeguards against accidental escalation are necessary even when major political disagreements remain unresolved.
A Long Road Toward a Peace Treaty
Efforts to formally end the Korean War have surfaced repeatedly during previous periods of inter-Korean diplomacy, but negotiations have failed to produce a permanent settlement. Any future peace arrangement would involve complex security, diplomatic and nuclear issues and would likely require participation beyond the two Koreas.
