The State of Qatar takes part in the 19th session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (CRPD) at UN Headquarters New York. The Theme of the Conference was “CRPD at 20——Celebrating and Building on our Accomplishments, While Ensuring that we Shape the Next Phase of Implementation in a Transforming World.”
The Qatari delegation was headed by H E Khalifa bin Issa Al Kubaisi, Undersecretary of the Ministry of Social Development and Family. On the sideline of the conference, he affirmed that Qatar is still making long term efforts for persons with disabilities rights and their full integration in society and participate actively in all aspects of life.
Qatar's Commitment to Inclusion
Al Kubaisi pointed out that Qatar was one of the first countries to sign off on the Convention on the Rights of Persons with Disabilities. He said the leadership of the country also endorses leading-edge initiatives and supports policies that are directed at securing assistance, protection and promotion of persons with disabilities.

Major Initiatives and Achievements
Qatar pointed out some recent achievements that exemplify its efforts in enhancing disability inclusion and empowerment.
Notable developments:
In 2028, together with the International Disability Alliance (IDA), Qatar will host the Fourth Global Disability Summit in Doha.
National Strategy 2025-2030 is launched under the motto “From Care to Empowerment”
Introduction of Law No 22 of 2025 on Persons with Disabilities, which is considered a key milestone to help improve the rights of people with disabilities.
Conceptualization of the Second World Summit for Social Development, which mobilized global solidarity action around social development initiatives.
Looking Ahead
Qatar reiterated its continued commitment to the establishment of a more inclusive society through legislation, policy reforms and international partnerships. The participation of the country at the UN conference demonstrates its continuous goals for ensuring empowerment of persons with disabilities and their full inclusion in social, economic and community life.
