The Minister of Municipality, HE Abdullah bin Hamad bin Abdullah AlâAttiyah, has announced sweeping amendments to the longâstanding Ministerial Decision No. 7 of 1989, introducing more than 20 new updates to the planning and architectural requirements governing villas and palaces across Qatar.
The Ministry explained that the changes were the result of a comprehensive study of citizensâ housing needs and construction challenges, aiming to provide practical, flexible solutions that support expansion, modernization, and family stability. Officials emphasized that the amendments reflect Qatarâs determination to align residential development with modern building technologies and design standards, while preserving cultural identity and privacy.
Among the most notable updates is the increase in allowable building heights: villas may now reach up to 16 meters, including boundary walls, while palaces are permitted heights ranging from 17 to 25 meters, depending on plot size and approved architectural elements. For the first time, owners are allowed to incorporate a mezzanine floor inside villas and palaces, offering greater flexibility in internal space utilization.
The amendments also introduce new expansion options, such as extending the ground floor up to the neighborâs boundary under specific controls, building above external annexes or majlis, and creating internal wings dedicated to family members. These measures are designed to enhance family cohesion and adapt homes to evolving residential needs.
Further provisions include permitting decorative architectural projections, raising villa boundary walls to 3.40 meters (and palace walls to 5 meters), and allowing independent service staircases for domestic workers. In addition, the regulations now authorize the installation of designated mail and delivery boxes on external walls, reflecting modern logistical requirements.
The Ministry confirmed that the amendments will take effect upon publication in the Official Gazette and will be applied uniformly across all municipalities. Introductory workshops will be held for consultants and engineering offices to explain implementation mechanisms and address technical inquiries.
Officials described the reforms as one of the most extensive reviews of villa and palace requirements in recent years, underscoring their importance in meeting the aspirations of Qatari families and supporting the goals of the Qatar National Vision 2030.
