Qatar MoFA Unveils New Diplomatic Career Guide

Doha: Qatar's Ministry of Foreign Affairs (MoFA) held a major internal workshop on June 22, 2026. The session focused on a newly developed job description and classification guide for the diplomatic and consular corps. The workshop marks a significant step in modernising Qatar's foreign service structure.

The Human Resources Department of MoFA organised the full-day event. Senior leadership, department heads and heads of Qatar's diplomatic missions abroad all attended in person.

Who Led the Workshop

Secretary-General of the Ministry of Foreign Affairs, H E Dr. Ahmed bin Hassan Al Hammadi, presided over the event. He was joined by Their Excellencies,Β the directors of various MoFA departments, assistant directors and ambassadors heading Qatar's overseas missions.

H E Abdulaziz bin Abdul Qader Mohammed Al Ahmad, Director of the Human Resources Department, delivered the central address. He outlined the principal provisions of the new guide and gave a detailed overview of its contents.

Al Ahmad has led the Human Resources Department since his appointment under Minister of Foreign Affairs Decision No. 36 of 2014. Before joining MoFA, he held senior administrative roles across several Qatari government ministries, including Finance, Education and Municipal Affairs.

What the Guide Covers

The new classification guide introduces a structured framework for all diplomatic and consular positions. Al Ahmad walked attendees through each of the guide's key areas during his address.

He explained the regulations governing the assignment of foreign service personnel to overseas posts. He also outlined the rules applying to locally employed staff at Qatar's diplomatic missions abroad. These staff members work inside embassies and consulates in various countries and operate under a separate set of employment conditions.

The workshop also covered the performance evaluation process for diplomatic staff. Al Ahmad explained how evaluations are conducted, what criteria apply and how results feed into career progression decisions.

Promotion eligibility requirements and the standard timelines for advancement within the diplomatic career track also featured prominently in the discussion. Clear timelines and benchmarks help diplomats understand exactly what they need to achieve to advance in their careers.

Why This Workshop Matters

Qatar's foreign service operates across dozens of countries and international organisations. Ensuring that all staff, whether based in Doha or posted abroad, understand the same career rules and performance standards is critical to institutional effectiveness.

The MoFA's Human Resources Department exists to propose and implement appropriate policies and systems for managing the performance of ministry staff. It coordinates with the Diplomatic Institute, educational institutions and specialised bodies inside and outside Qatar. Together, these entities prepare diplomats to represent Qatar with professionalism and competence in international forums.

Qatar's Diplomatic Institute runs preparatory programmes that equip diplomats for work in embassies and missions abroad. These programmes build practical skills and knowledge aligned with established protocols and international standards. A standardised career classification guide complements this training. It ensures that the institutional pathway for growth is equally clear and consistent for every member of the corps.

Alignment with Qatar National Vision 2030

MoFA's efforts to professionalise its diplomatic corps align directly with Qatar National Vision 2030. The Vision's human development pillar calls for building a capable and skilled national workforce. Foreign service roles are central to that goal. Qatar's diplomacy touches trade negotiations, crisis mediation, energy partnerships and multilateral governance. All of these require skilled, well-trained professionals at every level.

Qatar's leading role in conflict resolution through mediation remains a cornerstone of the Emir's vision for Qatar's diplomacy. A well-structured career framework supports that ambition. It ensures the right people are prepared and placed in the right roles at the right time.

Qatar's Diplomatic Footprint

Qatar maintains diplomatic missions across all major continents. The country actively engages with international bodies including the United Nations, the Arab League and the Gulf Cooperation Council. The foreign service workforce includes both Qatari nationals posted abroad and locally employed staff across dozens of countries.

MoFA's Human Resources Department coordinates with its Diplomatic Institute and specialised bodies at home and abroad. Together they manage the training and language development of ministry employees and staff at representative missions. The new classification guide builds on this existing infrastructure. It gives every member of the diplomatic and consular corps a unified reference point for their roles, responsibilities and career progression expectations.

Next Steps

No specific timeline was announced for the full implementation of the new guide. However, the presence of senior leadership and heads of overseas missions at the workshop sends a clear signal. MoFA intends to apply the framework across its entire foreign service network.
