Qatar Launches Online Permit System for Travellers Carrying Controlled Medicines

DOHA: Travellers who need to bring controlled medicines into or out of Qatar for personal use can now secure clearance before they fly. Qatar's Ministry of Public Health has launched an electronic system that allows passengers arriving in or departing from the country to apply for a prior permit, monitor the progress of their application, and receive the approved permit online.

The move replaces a process that previously required travellers to navigate paperwork through the Department of Pharmacy and Drug Control, and forms part of a wider ministry push to digitise its services.

How the system works

The platform is accessible through the Ministry of Public Health website or directly at fli.moph.gov.qa. Applicants sign in using the National Authentication System, complete the online application, and upload the documents specified in the system — most importantly a valid prescription.
Applications are then reviewed by the Department of Pharmacy and Drug Control, which issues the permit in line with the ministry's regulatory requirements and controls.

Once all requirements have been met, applications are approved or rejected within three working days. The ministry nevertheless advises travellers to submit their application at least five working days before their departure date, allowing a margin for any missing documents or follow-up queries.

Alongside the platform, the ministry has published a guidance booklet explaining in plain terms how to use the service, what the requirements are, and how to work through the application steps. The booklet also carries the supporting documentation and the list of medicines classified as controlled - the reference point for travellers unsure whether their prescription falls within scope.
Anyone uncertain about a particular medication is advised to check that list before travelling rather than assume a prescription issued abroad will be treated the same way in Qatar. Regulations on narcotic and psychotropic substances differ significantly between countries, and medicines that are routinely dispensed elsewhere may be controlled locally.

Part of a wider digital health push

The ministry has framed the launch as part of its commitment to automating services and completing them more quickly and efficiently. It aligns with the National Health Strategy, particularly its priority of a more efficient and resilient health system and the strategic outcome of building a highly efficient digital health system.
The ministry says the system delivers on two objectives simultaneously: giving travellers a clearer, faster route to meeting their legal and health obligations before a trip, while strengthening pharmaceutical oversight and supporting the safe and responsible use of controlled medicines.

What travellers should do

•    Check the ministry's list of controlled medicines to confirm whether your prescription requires a permit.
•    Apply through fli.moph.gov.qa, logging in via the National Authentication System.
•    Upload a valid prescription and any additional documents the system requests.
•    Submit at least five working days before departure — not three.
•    Carry the electronic permit, your prescription and the medicine in its original packaging while travelling.
