Qatar Cabinet meeting

DOHA: Qatar's Cabinet held its regular weekly meeting yesterday, with H.E. Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani in the chair.

At the outset of the meeting, H.E. Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi has reviewed the most important decisions taken at this week's meetings and discussions that took place during it.


Iran's attack on Kuwait and Bahrain condemned by Qatar


The Cabinet expressed Qatar's firm condemnation at the outset of its meeting on repeated Iranian aggressions against Kuwait and Bahrain, which it described as serious infringements to sovereignty and a violation of good neighborliness and international law.

The Cabinet reiterated Qatar's supportive stance towards both countries and their right to take any measures they deem appropriate to protect their sovereignty and national security.


Appeal for Regional Stability and an End to the Escalation


It updated that is why the Cabinet underlined that it is critical to shield the world from the ramifications of unprovoked assaults in South Asia, and emphasized on conversation for de-escalation to resuscitate local and worldwide peace, security and steadiness.


Owners' Association Bill Approved

The Cabinet discussed the Owners' Association draft bill, earlier approved by the Shura Council.


Key Objectives of the Bill

  • The management of property owned in common.

  • Arrange upkeep and repair works of common spaces.

  • Create Owners Associations for the owners.

  • Safeguards against owners and less arguments.

  • Improve property management standards.

The intention behind this initiative is to foster a secure and powerful community of owners that share.


This is called the "Amendments to Civil and Commercial Procedure Law"


Cabinet approved amending some articles of the Civil and Commercial Procedure Law and referred draft legislation to the Shura Council.


Goals of the Amendments

  • Modernize Qatar's justice system.

  • Improve procedural efficiency.

  • Facilitating digital transformation in judicial services

  • Strengthen the climate for business and investment

  • It provides litigants the same treatment and due process.

  • The proposed reforms also have a strong focus on digital courts.


Proposed Improvements Include:

  • Expansion of electronic litigation services.

  • Enhancement of payment-order systems.

  • Improvement of judicial receivership procedures.

  • Streamlining service of process.

  • Simplifying appeal procedures.

  • Reviewing court fees and bonds.


New Case Management Offices Planned


The law also seeks to create a Case Management Office in each court.
They are meant to coordinate and prepare cases before they go in front of judges, thereby ensuring both faster processing and avoidance of backlog.
Free Zones Customs Framework Approved By Cabinet
This is in line with a draft resolution set by the Minister of Finance on customs rules and regulations on Free Zones which was approved by the Cabinet.

Purpose of the New Regulations

  • Create a holistic customs system for Free Zones

  • Facilitate imports and re-exports.

  • Enhance customs services leveraging secure, intelligent systems.

  • To stimulate the Qatar economic and trade development target.


The draft was drafted by the Ministry of Finance in cooperation with the General Authority of Customs (GAC).


Qatar and Saudi Arabia Sign MoU on Cooperation in Nuclear Safety


The Cabinet also approved a draft memorandum of understanding (MoU) on cooperation in the field of nuclear safety and radiation protection.

The agreement was signed between:

  • Kuwait and QatarWell, city of Qatar has Ministry of Environment and Climate Change (MECC),

  • SEC recently awarded a major contract to Saudi Arabia's Nuclear and Radiological Regulatory Commission (NRRC).

  • The memorandum of understanding (MoU) will focus on promoting collaborative research in the area of nuclear safety standards and radiation protection measures in both countries.


OECD Skills Summit 2026 Outcomes

The Cabinet also reviewed, at the end of its meeting, a report on the participation of Qatar in the OECD Skills Summit 2026 that took place in April in the Republic of Türkiye.
