Qatar and Russia sign defence MoU to establish crisis communication channel

The Ministry of Defence of Qatar has signed a memorandum of understanding (MoU) with the Russian Ministry of Defence to create and operate a direct communication channel for immediate crisis notifications, marking the latest step in the steady expansion of defence cooperation between the two nations.

According to the Qatari ministry, the agreement is designed to establish a dedicated line of communication that will allow for the rapid exchange of information during emergencies, strengthening coordination and reducing the risk of escalation.

The MoU was signed on behalf of Qatar by Brigadier General (Air) Rashid Sultan Al Hatmi, Acting Commander of the Doha Joint Rescue Coordination Centre. Representing Russia was Vice Admiral Viktor Alexandrovich Kalganov, Deputy Head of the National Defence Management Centre.

Officials noted that the agreement builds on a defence relationship that has grown over the past decade, as Doha and Moscow have sought to deepen cooperation across security, energy, and economic sectors. Earlier this month, a Russian defence delegation led by Kalganov visited Qatar’s General Directorate of Coast Guard and Border Security, which the Qatari ministry described as part of ongoing efforts to strengthen bilateral security ties.

Diplomatic relations between Qatar and Russia were first established in 1988, but have gained momentum in recent years through frequent high‑level visits and regular consultations. Dialogue has covered regional security, energy cooperation, and broader international affairs.

Military cooperation formally advanced in 2016 when the two countries signed their first bilateral defence agreement. The latest MoU is seen as a continuation of that framework, providing mechanisms for direct communication in times of crisis and reinforcing the strategic partnership between Doha and Moscow.
