The Ministry of Commerce and Industry released a new comprehensive framework covering the duties and responsibilities, rights of consumers as well as rules governing digital platforms with service providers, in order to regulate the delivery sector which is part of its continuing efforts to increase consumer protection.

Sales Outlets & Service Providers

Pricing Freedom

  • Business will be free to set their own prices divorced from delivery platforms

  • The provider retains the sole discretion over pricing

  • Without explicit consent, platforms shall not be allowed to prescribe or change prices or discounts

  • Fixing prices or trying to restrict the price

Transparency in Fees & Commissions

  • Contracts have to clearly and fully disclose all fees and commissions

  • No hidden or undisclosed fees

Offers & Discounts

  • Promotion should be genuine, our own and not misleading

  • They need to be displayed both before and after the discount.

  • Providers have to furnish the promised promotion duration.

  • Create a price-free regulatory regime, whereby platforms can designate delivery service fees but are incentivized to do so at fair and consumer savvy prices.

  • Adhere to delivery timelines

  • Ensure order safety

  • Maintain professional conduct

  • Do not charge any additional fees to consumers

Responsibilities of Service Providers

  • Comply with declared prices

  • Do not add charges upon delivery

  • Clearly communicate preparation time

  • Ensure product quality and safety

Advertising & Platform Transparency

  • Paid advertisements must be clearly identified

  • Platforms must disclose the general criteria behind algorithms and content ranking to prevent misleading users

Consumers

Unreceived Cash Orders

  • Accountability is established on the basis of non-ferrying between the platform and provider

  • When customers repeatedly cancel even when there are no justifiable reasons, his (or her) future offers may be restricted.

Cancellation & Refund Policy

 

  • Responsibility is based on the order stage

  • No charges apply before preparation

  • You only pay the actual cost + no additional fee after preparing
