What the Government Has Officially Said

As far back as February 2020, when specifically asked in Parliament whether a voter card, passport, Aadhaar, PAN card, or birth certificate serve as legal documents to prove citizenship, Minister of State for Home Affairs Nityanand Rai declined to identify any of them as definitive proof. He stated that the acquisition and determination of Indian citizenship are governed strictly under the provisions of the Citizenship Act, 1955. 

The government has also confirmed there is no change in policy — passports have always been issued after verification of citizenship but remain travel documents, not citizenship certificates.
