ABU DHABI — Abu Dhabi is moving ahead with trials of autonomous patrol boats as the emirate expands the use of smart technology to improve marine safety, waterway monitoring and regulatory oversight.
The Integrated Transport Centre (Abu Dhabi Mobility), an affiliate of the Department of Municipalities and Transport, has been field-testing a 23-foot autonomous patrol boat under the supervision of the Smart and Autonomous Systems Council. The programme is being carried out with the Abu Dhabi Investment Office and Blue Gulf Group, while monitoring operations are being developed in collaboration with Abu Dhabi Maritime.
Autonomous Technology for Waterway Patrols
The vessel uses autonomous control technology designed to support monitoring operations across Abu Dhabi’s waterways. Authorities say the system can help strengthen oversight within maritime channels, improve monitoring accuracy and support compliance with applicable laws and regulations.
The project is intended to complement Abu Dhabi’s existing maritime-safety infrastructure rather than simply introduce a driverless boat as a standalone technology.

A key objective of the trials is to evaluate how autonomous vessels can contribute to safer waterways and more efficient supervision. New Rules for Autonomous Marine Testing
Abu Dhabi has also established a regulatory framework for testing autonomous and remotely operated small marine vessels. Issued under Administrative Decision No. 17 of 2026, the framework introduces a mandatory permitting system and requirements covering safe testing, insurance, cybersecurity and protection of navigation, people, property and the marine environment.
The framework provides a formal structure for developers and operators to test emerging maritime technologies while maintaining safety and regulatory oversight.
Part of a Wider Smart Maritime Network
The autonomous patrol programme forms part of a broader transformation of Abu Dhabi’s maritime monitoring capabilities. In July, the Integrated Transport Centre activated the Waterway Monitoring and Control Centre in collaboration with Abu Dhabi Maritime and with support from the National Guard.
The centre uses smart systems and predictive analytics to support maritime activities. Its monitoring network includes radar stations, CCTV cameras, VHF communications and patrol vessels, providing authorities with a more integrated picture of activity across public waterways.
