The State of Qatar has announced the establishment of the Global Alliance for AI Ethics (GAAIE) during its participation in the inaugural session of the United Nations Global Dialogue on AI Governance. The initiative marks a major step toward strengthening international cooperation on artificial intelligence ethics and advancing responsible governance frameworks.
The announcement was delivered by HE Mohammed bin Ali Al Mannai, Minister of Communications and Information Technology, during the High‑Level Government Session themed “Harnessing the Benefits of AI for All through Inclusive and Interoperable Approaches.” He was joined by HE Dr. Hind Abdulrahman Al Muftah, Qatar’s Permanent Representative to the UN Office in Geneva.
The Alliance, launched by Hamad Bin Khalifa University (HBKU), a member of Qatar Foundation, aims to foster a multi‑stakeholder global dialogue on AI ethics. Its mission is to ensure diverse ethical values and cultural traditions inform international technical and regulatory frameworks, amplifying perspectives from across the world in global AI governance discussions.
Minister Al Mannai underscored that AI governance is a shared responsibility, stressing Qatar’s commitment to building a global consensus that ensures artificial intelligence remains safe, trustworthy, and beneficial. He outlined three priorities for advancing effective governance: bridging gaps in computing infrastructure, data, and talent; promoting interoperability across governance frameworks; and safeguarding human rights and oversight to build public trust in AI systems.
Qatar’s approach to AI governance is guided by Qatar National Vision 2030 and the National AI Strategy, supported by sustained investment in digital infrastructure, computing capacity, scientific research, and regulatory frameworks.
The UN Global Dialogue on AI Governance convened governments, international organizations, and key stakeholders to strengthen cooperation and develop inclusive governance frameworks capable of keeping pace with rapid technological advances. Qatar’s launch of GAAIE was highlighted as one of the key outcomes of the Dialogue, reflecting the country’s commitment to responsible AI governance and its role in promoting sustainable development.
