Saudi Arabia comes out noticeably cheaper for basic groceries, while Qatar and the UAE sit closer together — with Qatar usually edging slightly higher.
Why the Gap Exists
Grocery items such as rice, bread, and dairy are more expensive in Qatar compared to the UAE, largely because of higher import taxes, whereas Saudi Arabia benefits from domestic agricultural production, which keeps costs lower. This is the core driver: Saudi Arabia actually grows and produces a meaningful share of its own staples, while Qatar imports nearly everything (it has very little arable land), and the UAE sits in between with a more developed re-export and trade infrastructure that keeps prices more competitive than Qatar's.
Dining Out
A simple meal at a moderately priced Dubai restaurant typically runs 80–160 AED, while a similar meal in Riyadh costs around 50–120 SAR — meaning Saudi Arabia is cheaper for eating out too. Qatar tends to land between the two, sometimes closer to Dubai pricing in central Doha, especially in West Bay or The Pearl.
Overall Spending Patterns
Saudi Arabia: food and non-alcoholic drinks make up the largest single expense category — 27.9% of the monthly household budget, but the absolute riyal amounts are lower than Qatar's because of local production.
Qatar: Higher import dependency keeps prices up, but tax-free salaries (often higher than Saudi for equivalent roles) offset this for most expats.
UAE: Generally a little pricier than countries like Iran, Saudi Arabia, and Oman, but cheaper than Kuwait and Qatar — UAE sits in a middle position, with restaurant dining sometimes more expensive than groceries because of Dubai's premium dining scene.
The Practical Takeaway
If you're optimizing purely for food costs:
Saudi Arabia is cheapest, mainly due to local agriculture
UAE is mid-range, with cheap groceries but pricier restaurants (especially Dubai)
Qatar tends to be the priciest for groceries among the three, balanced out by strong salaries and subsidies on essentials
